Sugar tongs by Wurm

this sugar-tongs is marked "800 R.Wurm" without halfmoon and crown. I only know H. Wurm Braunschweig (Brunswick). Is there a relationship? The item is probably handmade because on the guilded interior you see the strokes with a hammer. Concerning the style I am completely unsure. Could be 1850-60 or nineteentwenties? Has anyone an idea?
