PLEASE HELP ON IDENTIFYING A SILVER TRAY

I have a silver tray that I cannot identify.The tray measures 22 1/2 X 12 3/4 inches and stands 1 3/4 inches tall.It weighs about 3 1/4 US pounds.I tried to take a picture of the makers marks on the bottom but my camera is not the best.The first mark looks to be an eagle with wings spread and some other mark above that.The second mark is what looks like two crowns with the letters RO or RG or maybe RC under the crowns.The third mark is a capital A with an attached circle above it.The fourth mark looks to be a kings head or at least a mans head.This is made in at least two pieces as the bottom and side are soldered together around the outer bottom edge.Hope this helps.Any information would be greatly appreciated.Thanks Bill Image
