UNKNOWN MAKERS MARK

HAVE WHAT I AM TOLD IS A RIDING CROP FROM GERMAN MADE IN THE 1920'S. I FOUND THE MAKERS MARK BUT IT IS NOT AS I'VE READ IT SHOULD BE. THERE IS ONLY WHAT I BELIEVE IS THE MAKERS MARK AND 800 ABOVE AND BELOW. I'VE NOT SEEN 800 TWICE IN ANYTHING I'VE FOUND. HERE ARE SOME PICTURES. I HOPE YOU CAN ENLIGHTEN ME.

I have researched this and only drawn more questions. Why isn't there a hallmark and just a makers mark? Why is 800 stamped twice? Why can't
I identify the makers mark?
I need help.
