Need help - Germany, WW1

I ask for help.
I understand that this is Germany, but I can not determine the manufacturer.
And I can not decipher this large unusual engraving. I suppose that mentioned two naval doctors who were then in Bruges.

Hello, believe the maker is Paul Ditges (do not have access to my books right now). You are absolutely right about the dedication. It reads: Marine-Oberstabsarzt der Reserve / Doktor Otto / seinem lieben Marine-Oberassistenzarzt der Reserve / Doktor Wallé / zur freundlichen Erinnerung / Brügge 1915/16. Regards, Bahner
