Hi,
Managed to open your image and embedded it.
The town mark is Kazan dragon (not seen very often).
Assayer is unknown to me.
The maker`s mark is rather unusual for Russian marks but let`s have in mind Tatar silversmiths worked in Kazan.Looks like eagle`s eye.
My two examples of the same maker are given bellow your marks.

The assayer is A. Kjun 1877-1878 in Kasane/Kazan, but the maker is unknown to me too.

Hi,
``Zilant is a mythological dragon in Tatar legends.
Had no idea the mark became popular and faked, even on gold. Unbelievable, but good to know.
I thought minor and remote assay offices were safe.
``With "Zilant" you need to be careful - on the wave of popularity there can be fakes``.
