Not Russian, but from where?

I found this fruit knife that has only one hallmark.


Obviously it can not be Russian. Where is it from?

If the hallmark is the only mark, the knife is imported to Russia before 1882. Your question of where-from is unfortunately impossible the answer without any additional marks. My good guess would be Germany, but it is only a guess.
