The mark between H and HALL is not a building. It would appear that somebody, for whatever reason, has deliberately erased the bit in between and added the H and the + signs in the process.

It is GR for George(5th or v)Rex (King). The letters are called the “Royal Cypher” and they signify the King (Rex) or Queen(Regina) that was the monarch at the time when the postbox was erected.

GvR could be the initials of a person and the date on the emblem is not necessary the date the spoon was made. Emblem date could be a remembrance/celebration date added on a spoon made and presented much later.
