This mark is on the bottom of a Silver Baroque Style Serving tray. It's oval, with handles and no feet. I have reached the end of the internet looking.

Hi ~ welcome to the forums.
It's usually helpful to post pictures of the item in addition to the marks - in this case, you describe the piece as "Baroque Style", but the design patent number is for a fairly simple variant of a classic egg and dart border. That patent was issued in 1940 and assigned to International Silver, so if this is the decoration on your tray, then the mark is most likely one of a number of marks used by the International Silver on their silverplate production in the mid 20th century...
