Help indetifying teaspoon

I was offered to purchase a few Dutch decorative teaspoons.
They have this mark on the back of the handle.
No signs of any other maker marks.

Is this even silver? What can you learn from the mark and lack of other marks?

Hi. welcome to the forum.
Not solid silver witmetaal (white metal). The lack of hallmarks confirms non precious metal.
