Spanish Colonial Item- What is it??

Hello Everyone,
Wondering if someone knows what this item might be. It appears to be Spanish Colonial era, possibly Bolivia. It is a long silver tube with an engraved design and rhinestones. Have not been able to open the piece if indeed it is meant to be opened. It measures 16" in length. Thanks!

These are great photos, but please keep your images to a max. of 7" (18cm) so that those who use smaller monitors can see the whole image.

Carlos,

This a very old post but the image just struck me. If it is in fact Bolivia or South American, it may a riding crop. Found another example from Bolivia that was silver cylinders over woven leathers strips. The rings may have once held Bolivian coins. Your hand would have slide through the chain then dangle at your arm when not in use.

Your example reminded me of a vintage Kamchin or whip used by the chapandas in the Buzkashi of Afghanistan and central Asia.
