W. Silvers Stunning Inlaid Bird Cuff-Navajo? Who?

This is a beautiful, sterling cuff bracelet signed W. Silvers. Does anyone know anything about this artist? Is this a Navajo piece? Not marked Sterling. Is it older than 1960s? Any help is appreciated and thanks.

That's Navajo silversmith Wayne Silver's mark. First used in 1974.
He was a smith for the Montana Mining Company.
