Well if it were French, it would be called Rubans. Many manufacturers have a version of this ribbon-wrapped reeded border pattern.

In England I normally see the decoration described as reed and ribbon. It can be found applied to various patterns of stem, thus Hanoverian reed and ribbon if I am right in seeing the stem turn up on your example. There is also King's Shape reed and ribbon (a relatively rare 18th century Boulton and Fothergill version) and I daresay there may be Old English examples around too.
