A Little Lamp of Some Kind??

This piece is marked "Sterling" on the base of the handle. It has a wick of that goes inside. Is this a little oil lamp of some kind. We are baffled. Thanks.

Perhaps a cigar lighter, passed around the dining table after the meal?
