Depending on size, a decanter label. The ones with the chains look better but rattle a bit when pouring.

Actually your idea Jim is an excellent one, and I wonder just how many of these were later put to that purpose, but no, not a decanter label, at least, not marketed as such.
Cheryl is spot on as always, it's a bicycle name plate (did people really give their bicycles names? ;) )
