What was this Chester silver piece used for? It measures 10 cm tall.
I cannot make out the maker or the date.

I note that there are hooks on the edge of the bowl so presume there is something missing; it may have been some sort of table decoration with hanging bits.
The design registration number 499111 was issued in 1907 so that gives a start time for the date and I suggest that the upper case italic G for 1907 is probably the most likely. The maker's mark is CS*FS for Saunders & Shepherd.
