silverplate and sterling mixed media pitcher

This is a John Grinswell & Sons pitcher, stamped silverplate on the top part, you can see the copper color. Stamped sterling on the bottom
of the pitcher and the body and foot tested for the same. There is a glass insert for ice inside that is silverplate and the numbers match the
top part and the the insert. What is this used for? and did anyone mix the two metals on a normal piece? This is a British Co. maker. Image

Lemonade jug (insert which serves as an ice container).
I think the bottom part cannot be sterling unless fully marked. Testing with acid is conclusive only when silver coating is removed deep enough.
