What is this scissor?

HI

What was this interesting scissor used for? Just a regular figural scissor with a narrow beak or something more?

It’s only marked 13 & measures 10 cm long. Also what period would it likely be from & from where?

Hi, herewith an other pair figural scissors with pseudo marks and Dutch sword mark made around turn 19th-early 20th century.

Described as; scissor clamps in the form of a Jester. His long arms could function as the clamp to hold perhaps the umbilical cord. Not certain if these were just embroidery scissors or midwife clamps. They do not appear to be very sharp like scissors, which make owner believe they are clamps.
I would call it an figural pair of scissors.
The number 13 could be for 13 lot, Hanau style. Below a pair of figural tongs made by Neresheimer;
