Russian niello notepad.
What I found:
- Kokoshnik mark (1889-1908) for 84 silver, assayer YL (Yakov Lyapunov, Яков Ляпунов, active in St. Petersburg 1899-1903).
- Cyrillic GN (г.н) maker's stamp, I can't find any.
- two last marks are later, Polish, after 1921. Oval one for small silver items .875 standard, small W (not clearly visible on my picture) means Warsaw (?).

What you have found is correct. The Polish marks are remarked in Warsaw after 1963. The maker's mark is more difficult. I have not either found anyone marking Г.Н with a dot. Anyway, two suggestions:
1. Grigory Nikandrov, active in St.P around 1903
2. Grigory Nikiforov, active in St.P 1895-1900
