I have this Russian spoon, the assayers mark is partly rubbed, then it has a anchor in a circle & Wernems? Wermems? Any information will be appreciated.

From Warsaw during the Russian regime. The assayer OC (Latin OS) is Osip Sosnkowskij 1862-1869 and the maker Werneris. The anchor is their trade mark. Trade marks are typical for "Polish" makers. Poland didn't exist between 1795-1918. It was split between Russia, Prussia and Austro-Hungaria.
