Help needed!

Hi -

found nice sugar tongs. Silver niello, gilded. The marks are unclear. Still on the way to me so I could not make better photos.
Who could be the maker? I have no clue....

Hi -

the sugar tongs have arrived and I could inspect them closer.
The assay master is Victor Savinsky, 1859-1894 on duty.

So the maker must be someone who worked with niello and is known for his quality, someone who worked within the term of the assay master.

The assayer is more likely senior assayer Veniamin Savinsky, Viktor's brother 1862-1875 because the dot is in my eyes centralized. Viktor or Veniamin makes no difference, anyway. However, the fineness mark (84) is lack of notches indicating that the tong is made before 1882. Moreover, St George is riding to the right indicating late 19th century but before 1888. He started to ride left from about 1888 to 1898/99. Rukavischnikov became master in 1890. Sorry, but it is not him. You have to make a new guess. It is somebody active from about 1861 but before 1882....could be the unknown P#2287, but?
