Can you help identify these sugar tongs, maker WW c1780

Can anyone help me with idenitfication of the maker and assay office of these tongs. They are a lovely pair of early tongs, I would estimate c1780. They are marked with the Lion Passant and maker's mark only, which means that they must be pre-1784. Unfortunately the Lion passant is a little worn with age & I cannot make out its source. It does not look to me like a London hallmark. Can you help?
