Unknown Maker 1693 Trefid Rat Tail Spoon

Hello, I know this is a longshot as I have searched extensively, but I am hoping someone may be able to help me with the maker's mark on a 1693 Trefid Spoon. The maker's mark, date mark, leopard's head, and lion passant (rubbed) are nicely struck, as shown. However, the maker's mark does not have any initials so it is hard to identify. I have gone through my two key reference books, Jackson and Grimwade, but have not been successful. It looks very much like the Double-Seed Rose mark in Jackson, date 1678-9, page 137 2nd ed, but it is not attributed to any maker. The spoon weighs 53 grams and is 7 and 3/4 inches long if the size may help. Thank you.
