Unknown carafe and hallmark

Hello forum!

I wonder all the time what I have standing here in front of me? Is this a vessel for vinegar or oil? It is made of crystal glass, has an opening at the top and bottom. Above, the silver mount is slightly permeable to liquids. Below is a cork stopper. It is about 15 cm high.

Can you help me? I recognized a hallmark. The Dutch sword. The other hallmark could be the date of manufacture? What do you recognize?

Your sword mark;

Sword mark always in combination with a maker's mark (responsibility mark). Looking at your sword mark I believe it to be for 1814-1906. See:

Indeed some sort of dispenser, the cork(replacement) in the bottom designed for filling. Total length you wright is 15 cm and the silver mount is slightly permeable to liquids. Could it hold Eau De Toilette(Cologne) and used on a lady's dressing table?
Will try to see if I can find the maker.
