Please help identify Dutch maker's mark on Chalkboard bell

Hello All,
There is a nice Chalkboard bell,

punched Dutch silver hallmark 1814-1953
Passant lion and number 2 in hexagon, (silver fineness .833), date letter :c=1862
maker's mark: “PP over 117”.
Can someone identify the manufacturer?

Hi Gerox,
Your silver table bell.

To me the maker's mark appears to read PR above 117 for; Paulus Roesgen or Rösgen, registered in The Hague and the city of Schoonhoven, registered 1862 till after 1864. The year letter indeed script c or perhaps script e for 1864.

Thank you for your fast profound answer.
As always top quality.
The year letter is actually script c in 1862.
An Asay brand is not hallmarked, so it does not matter if Den Haag or Schoonhoven.
