teddy bear book mark - 1740

hi there wonder if anyone would be good enough to help me identify the origin of a hall marked teddy bear book mark. about 63mm long. its mark is very faint but the date letter P looks very much like Chester, year 1740. makers mark is in capitals ALLE ( tho the last letter is not clear - could be R) has 3 wheat sheafs & a lion. any info warmly appreciated thankyou. (were teddy bears made or 'invented' as early as 1740?)
