Mystery spoon

Hi there - is anyone able to identify the marks on this bright cut teaspoon dating from around 1800. The spoon, while charming, is rather roughly made, with hammer marks still visible where the handle joins the bowl. The engraving is also a little crude. I guess this points to a provincial or colonial origin. Three marks to the back of the stem: Lion pasant, duty mark and makers mark JH. Many thanks John
