Is this a Richard Jenkins spoon?

I have 6 dessert spoons all identical, the one in the images has the best hallmarks.

There are no date letters or city marks, but I was informed these are Exeter spoons by Richard Jenkins. Is this correct? Any thoughts on the date?

I agree that this is almost certainly Richard Jenkins. Based on Jenkins's dates and the shape of the duty mark I would put the date at about 1795.
