Although this appears to be a genuine Sheffield hallmark, as Trev says, a clearer image is required for a proper identification. Searle & Son of Plymouth are the retailers of this piece and probably have no connection to Searle & Co Ltd of London. The makers will be identified from the mark in the shield; I think I know who it is but a better picture will allow me to be certain.

Yes, Fenton Brothers Ltd, with the date letter "e" for the assay year 1897/98.
