Unknown pseudo marks on Victorian tea set

Hi
I am hoping someone might recognize the psuedo marks on this tea set: crown, uncrowned leopard, and lion passant but no maker's initials. It appears to be Victorian era British colonial although the construction is a little unusual, covered cream and sugar suggest a warm climate but the marks are a mystery to me.
