Unknown silver spoon

Good evening

Just bought this spoon. I am not certain who the maker of this spoon can be. The date letter are very similar as London 1816.

Could this also be a Cape Silversmith? I bought the other one with this.

Possibly Peter Clarke Daniel, although I'd wait for confirmation on that.

any idea what the bust and other mark can represent? Surely they are not just made up to look British?
