Help with Makers mark and assay office

Hi,

Can anyone identify this makers mark and the assay office?

The item is a silver belt keeper and it is marked J.W & S then has the lion silver mark and the date letter of h. No assay office is mentioned and I am trying to identify who the maker was, the assay office and the year it was made.

The form of the lion passant and date letter punches mark this as being a Birmingham mark from 1907. The maker's mark is that of J Wise & Sons who registered this mark in 1904 as "military ornament makers". There is only a partial hallmark because the rest of it is on the other part of the belt.
