A small vesta case

I found this small vesta case. It has no hallmark, but it is silver.

It's divided in two parts.
The larger can hold matches but I wonder what it was for the small part.
Perhaps to hold the used matches and not throw them on the ground?
Or maybe at that time these niceties were not in use?

Hi Amena,

Could the smaller compartment be for holding postage stamps?

Victorians did use unusual multi compartment vesta cases.
