Can Anyone Assist With These Hallmarks?

Can anyone assist with the hallmarks on this hear shaped dish?

Its not been cleaned yet and has been lying with me for a good 6 months or so...the 3rd image is the marks on reverse side.

I have seen this mark ones before
but I have no Idea

Hopefully someone can assist, Even a start with the Country of origin would be a start.

Seen as I have the item out, I thought I would give it a clean , here it is again, still unknown marks but looking a little better now.
