As I see, it's from Lettland between 1920-1939. Do you agree?

Perhaps the maker is Roland Meyer from Riga. If you can read in Russian look here:

Thank you for your help! Formerly I learned russian at the public school (it was required), so I know the cyrillic alphabet and some of the words.
