Btw. based on the form I`d say it`s candle snuffer tray , but haven`t seen many pierced pieces.
Depends on the size, but really looks like that.

Please help me understand the hallmarks..... How do you know where it was made and the silver content? And how can I calculate the date that it was made? By the way, thank you very much for your help.

Thank you. You have been very helpful. Can you identify the silversmith from the 3rd mark?

It's Tomaso Panizza

Says the book of Sambonet (translated with the help of Google)
1837 Tomaso Panizza notify the sign of " suckling goat" depicting the symbol in a circle with the initials TP. The shop is in the district of Goldsmiths 3199, in the building where he lives. The silverware of the Panizza are among the finest produced in Milan in the mid-nineteenth century. Skilled engraver and refined model maker, has a sense of proportion and taste of the decor. ........... From his workshop, in the period 1837-1868, came out religious object, coffee pots, sugar bowls, cruets, sauce boats, candlesticks, utensils and small table accessories. Even large and beautiful cutlery.
He died in 1868 and the shop in the name of " suckling goat" goes out of business.

The object could be a small tray for liturgical ampoules
