Hallmark on a silver cruet

Hello, I have this silver cruet, but the only hallmark on it is a repeated ‘CB’ or ‘GB’. Any ideas? Thank you!

Q1-Could this be silverplate? Q2-Did George Bishop have a lone mark before "& Sons"?

The AG test says that it is silver
