Can anyone identify this cup?

Despite me knowing nothing about silver, a family friend offered me some money if I could find out what this (what he thinks is sterling silver) cup he inherited is. I looked around on the main site for a while, and couldn't really find anything. Would anybody happen to know who made this and when? Or any other relevant info? Thanks.
