Hinged Teapot..writing in hallmark appears to be Arabic

I purchased this teapot about 10 years ago. I had packed it away and had forgotten about it until I was looking for another item. I am not certain if it is silver or silver plated, I can only find a hallmark on the bottom that appears to be writtten in Arabic. It looks like a number 4 on the hinge and a small backward c but it is difficult to tell if that is really what I am seeing. Any help would be appreciated.

Pat,

It is Moroccan. The lower line says Dar al Ghazal, Fas or House of the Gazelle, Fes. Can't make out the full upper line but the middle word is Saeed.

Hi Damon,

Thank you very much for your reply. Now for a silly question, can you tell from the hallmark if it is silver. It was very badly tarnished, quite black. I worked with a cream that I use on my glass top stove and it got most of the tarnish off but it still needs a little more elbow work. In the meantime, I will see what I can search out on Moroccan silver.
