R.W and pseudo marks - Canadian? American?

Hey team,

Pick up the first of these two fiddle pattern tablespoons a few years ago and then found it's pair this year!

I'm guessing a North American origin from the engraving.

Has anyone seen this mark before? Or this set of pseudo marks?

The monarchs head has a Canadian feel to me.

One potential seems to be Robert Wilson - New York, NY 1803-1810 and Philadelphia, PA 1812-1824
