French costume jewellery? Maker? Time?

I have this beautiful peace, but no idea where they use this for. Two silver button connected with a chain and on one side a claps.
They have a diameter of 6 cm. Could this be used for traditional costumes? Marked with a minervahead 2 and a hallmark which looks like an E and L.
Somebody recognize this one? Like to hear from you!

These are silver clasps that were used to close women's capes in the Poitou region. You can see the assay office mark for the town of Niort in the top right of the Minerva head hallmark. The maker's mark is that of Edmond Loze of Niort, he made a lot of these clasps.
