The Chilton Pen Co., Boston, has added two new men to its New England sales force. Edward L. Baker, for 10 years with the Firestone Rubber Co., is covering eastern Massachusetts and Rhode Island. H. A. Stebbins, well known throughout New England for his many years with the jewelry and optical trades, is covering western Massachusetts and Connecticut.

The M. Ratner & Son Pen Co. Inc. manufacturer of fountain pens, 112 W. 44th St., was petitioned into bankruptcy recently by a creditor who holds a claim for $600. The 114 West 44th St. Corp. is the petitioning creditor and claims that the pen concern owes for rent on suite 607, at 112 W. 44th St. Charles P. Robinson has been appointed receiver by Judge Thacher under a bond of $1,500. The visible assets, it is claimed, amount to about $3,000, while the liabilities are estimated at approximately $9,000.

Horton's Non-Leakable Fountain Pen
Every commercial traveler and almost every business man has more or less use for a reliable fountain pen. Many pens are on the market and several of them have achieved a high reputation. Το excel these is no easy task, but the inventor has brought forth "a thing of beauty and a joy forever" in the Horton non-leakable pen. With this new pen there is no gumming up to require cleaning or shaking to bring it into a working condition. Moreover it never drops ink or floods when writing. Nor are these all its good points. It can be carried in the pocket in any position without the slightest possibility of leaking and is ready for use without shaking or the employment of any other measure to produce a flow of ink. After the use of one for more than a
month the writer can consistently endorse it as an ideal fountain pen. It is made by the Horton Pen Company of New Haven, Conn., in plain. hard rubber cases; also in gold mounted and aluminum cases, and is supplied with fine, medium or coarse pens to suit every hand.

An order has been entered by the Federal Trade Commission directing Harry A. and Louis G. Rippner, trading as John Hancock Pen Co., 1514 Prospect Ave, Cleveland, Ohio, to cease and desist from misiepresenting the value and quality of the fountain pens they sell in interstate commerce.
Among representations to be discontinued by the respondents are that their pens have a customary retail value or price greatly in excess of the advertised price and are obtainable at a certain advertised price for a limited time only, when such are not the facts; that they are different from and superior to pens of comparable price. The respondents also are prohibited from advertising that their pens have an unbreakable barrel, or that the nib thereof is of “Duragold” or guaranteed for lasting smoothness in writing, unless and until the barrels are unbreakable and the nibs are of 14 karat gold fineness.

Washington — The Federal Trade Commission has issued an order requiring Argo Pen-Pencil Co., Inc, 220 Broadway, New York, and Harry Sachnoff, to discontinue misleading representations in the sale of fountain pens and pen points in interstate commerce.
The respondents are directed to cease and desist from representing, through use of brands or markings containing the letters “K” or “Kt”, alone or with other letters, figures or designs indicative of gold karat fineness, that their plated fountain pen points or nibs are gold of any specified karat fineness.
The order also prohibits the use of brands or marks containing the letters “K” or “Kt” in connection with words indicative of gold plating on their pen points, unless such words appear in immediate conjunction with the letters “K” or “Kt” in equally conspicuous type and are located so that they will not escape notice.
Findings are that on their pen points the respondents stamped the words “gold plate” below and at such a distance from the legend “14Kt” that when the points were inserted in the barrel of the pens the words “gold plate” were almost completely obscured and there appeared only the legend “Durium 14K” and “Duripoint 14Kt”, imitating the stamping on gold pen points of 14 karat fineness. This was found to convey the impression that the respondents’ products were composed of gold or gold alloy of that fineness, when in fact such points were made of stainless steel thinly gold-plated.
