Silver pincushion holder, Frisian?

This silver pincushion holder is marked with 2 marks, but I cannot find a match for these. Help is appreciated.

Hallmark of the French Empire 1809-1819, so called Fasces with the axe at the top to the right, in a fitted frame. Restricted warranty mark for small silver articles (800/1000).

The maker's mark RI under a swan in lozenge for Rintje de Jong, registered in the village of Lemmer (Friesland), 1811- before 1829, active in Sneek 1807-1810.
