Please help with this mark

I have found this silver comemorative plate on a flea market in Transilvania Arad. It is beautiful. Most certainly is germanic / prusian / auustrian provenience ( I think so) but I not fount the silver mark anywhere on the internet. Please help with the mark and maybe somebody know one or more signatures engraved on the plate. Thanks for your help
