Help with the numbers on forks

Hello, can you tell me what these numbers on my spoons mean? Is this the year of production? 44, 27 , 28

The forks are made in Germany by various makers and were later remarked in eastern Europe.
Probably they have the same or similar pattern, maybe what is called in Germany "Augsburger Faden", in France "Filet".
The numbers you are asking for were punched where space was left, indicating they were punched last.
I assume these are inventory numbers from a large set of silverware which was collected using similar forks from different makers.
