Help ID Maker's Mark W H E? on 1918 Birmingham Sterling Silver Fob Shield

Hello,

I would appreciate some expert help confirming the hallmarks on this antique sterling silver fob shield.

I just want to confirm the following details based on the marks I can read:

Purity: Sterling Silver (.925) - Lion Passant

Assay Office: Birmingham - Anchor

Date Letter: Lowercase 't' in a square shield - Confirms the year 1918

Now for the Maker's Mark:

I am unable to find a definitive match for the maker. I read the initials at the base of the shield as W H E. Could someone please help me ID the maker registered in Birmingham for the year 1918 with these initials?Image
