Interesting Serving Piece - Can't Identify the Maker

I have an interesting serving piece. I was able to determine 2 out of 3 marks.
I'm trying to find out the maker and the Assay office.
If anybody can identify the maker's mark and/or let me know what the piece is, I would greatly appreciate it.

I know the lion indicates .833 purity, and the R is 1927. I don't know which Assay office B (in Minerva's helmet) refers to either.

The marks:
"B" under 2 stars inside a shield
Lion Passant
R
Minerva with B in the helmet

My piece is 8 1/8" long x 6 1/2" wide.

Any idea where I can find a list of the Assay offices?

By the way, your items are designed in a fascinating style - I hope that we get knowledge of the designer. But also the owners of Begeer themselves made some designs.
