Scottish Ladle - Edinburgh or Provincial?

I have a small silver ladle (6" length) and I am unsure as to whether it is from Edinburgh or is provincial. It is hallmarked as shown with a George III mark, the thistle mark and a makers mark which appears to be 'RK' although no date letter or Edinburgh town mark. I am wondering if it is possibly by Robert Kerr (c1820) from Edinburgh or if it is provincial...

Not an expert but Richard Turners CD and Directory of Scottish provincial marks gives me to believe this is Richard KEAY of Perth 1791-1825. He is recorded with this combination, which is standard Edinburgh small work marks.

Robert KERR is recorded as a Glasgow maker 2nd half 19th century, I have never seen his mark.

I maybe proved wrong, but am willing to learn.

Hello Paul

There is a Glasgow mark of 1885 attributed to Robert Kerr in the second column of page 575 of Jackson's book. It comprised RE in a corner clipped rectangle with the initials sans serif.
