The maker appears to be John Jesson of Wolverhampton.

Hi Nigel,

I'm afraid I know next to nothing about him beyond the sparse details on the Birmingham Assay Office site. His name crops up occasionally in listings as a 'Hardwareman' or 'Ironmonger'. In common with many provincial silversmiths, he appears to have sold a variety of other goods.

There appear to be two persons with the name of John Jesson at Wolverhampton at this time, which can be confusing, the other being a well to do lawyer who was well known in the the area for his charitable bequests.

Hopefully others will come up with some details.
