Welcome to the forum.
Silver plate mark of Walker&Hall, Sheffield England, founded in 1852.The mark on your item used 1891-1909. In 1963 Mappin & Webb Ltd, Elkington & Company Ltd. and Walker & Hall amalgated to form British Silverware Ltd., but this firm only lasted to 1971. W&H revived as a retail firm only under the control of Mappin & Webb Ltd.

Difficult I am not sure. If you could show us a image of the complete set, the style of the set perhaps could tell us more about the date.

Looks to me like Georgian revival style of late 19th century

Oh, by the way. Should I clean it up? (tarnex/Silver polish) Will it decrease the value? Or, should I just keep the Tarnish on it?

A matter of personal taste, originally silver and silver plate is supposed to shine. Proper cleaning will not decrease the value but over polishing will.
Personally I only once should use a little tarnex/silver polish to remove the stubborn tarnish. After give the set a bath in soap and warm water to remove all residues.
Maintain / remove new tarnish with the Silver Polishing cloth.
Some more information about the Silver Polishing Cloth;
This is an Ultra Silver Cleaning & Polishing Cloth. These silver polishing cloths are specially impregnated with a secret formula of silver polishing agents and tarnish inhibitors that gently remove tarnish and other dull areas from silver. The special formula leaves behind an anti-tarnish treatment so that your silver remains shiny and beautiful!
