I think I found it, it looks like it could be an old Whiting mark, but theres no date mark on it which they began using in 1905 before they were absorbed into the Gorham company.

Thank you very much for this post, which helped identify an interesting transitional mark. This set of candlesticks appears to have the 1925 Gorham date, the Whiting mark but no Gorham hallmarks. Hope to return the favor by posting these photos for reference. BTW clearest photo of the mark is not an accurate representation of the silver color.
